Money goes to institutions, not agents. The real costs of this process go to SAPS, DIRCO, VFS Global and the airline. If money is going into a private account for a job guarantee — that is not a fee, it is the prize.
A real employer has a name. During the process you must learn which licensed European company will employ you. Lithuanian carriers are publicly registered — a real recruiter will not mind you checking.
The legal route is the only route. Work permit → visa → contract. Shortcuts end in deportation and blacklists, not a salary.
